The “Training Bulletin” for the Visalia Police Department, dated January 16, 2025 contains the following sentence:
“Any successfully investigated case and/or arrest that involved the use of a Flock ALPR shall be logged in Spillman under Circumstances Code FLOCK.”
Spillman is the program which basically runs the Sheriff’s Office. Dispatch enters calls with it, it controls the Records data, and provides statistical information, among many other things.
Since the Visalia Police Department has indicated that the Flock Automated License Plate Reader system has been instrumental in a dramatic decrease in auto thefts, I’ve decided to see just how effective it actually has been. I want to see every incident they’ve attributed to the Flock cameras since this bulletin became operative.
The City’s lawyers have given themselves until October 15, 2026 to respond to my request.
