There’s been a recent public outcry about the possibility of a data center being sited on the property of the Tulare County Fairgrounds. Many county residents are adamantly opposed to the idea, and have flooded the last two Fair Board meetings with public comments. The proposal, while not a full-blown data center of the type most imagine when hearing the term, the “resilience center” does include what is called an “edge computing center”. The project is part of a state-funded initiative to improve disaster response capabilities.
Global Stack USA has proposed numerous projects across California, usually at a county fairground site. Offers of building a “resilience center” at no cost to the fairgrounds is tempting for fair boards who are constantly trying to keep their fairs budgets in the black.
There are at least two flies in the ointment of these proposals, though. One is a 99 year lease, and the other is the data center.
With lots of misinformation floating around about just what is being proposed by Global Stack USA (a company less than a year old), I decided to get some facts directly from the horse’s mouth, as it were. I’ve made another Public Records Act request.

Pursuant to the California Public Records Act (Government Code § 7920.000 et seq.), I hereby request copies of public records maintained by the 24th District Agricultural Association / Tulare County Fairgrounds concerning any proposed, planned, or executed agreements regarding a “resilience center,” data center, or related infrastructure on fairgrounds property.
Specifically, I am requesting inspection or electronic copies of the following records:
Any Memorandum of Understanding (MOU), agreement, contract, letter of intent, lease, or draft agreement between the 24th District Agricultural Association (or Tulare County Fair Board of Directors) and Global Stack, or any of its subsidiaries, parent companies, or affiliates.
Any MOU, agreement, contract, letter of intent, or draft agreement with any other entity, corporation, organization, or public agency regarding the potential placement, construction, or operation of a “resilience center,” data center, “edge computing center,” or microgrid/power storage facility on Tulare County Fairgrounds property.
Any record, site plan, proposal, presentation, staff report memorandum, feasibility study, environmental assessment, or correspondence (including emails and attachments) describing possible physical facilities, structural designs, footprints, power requirements, or technical specifications being considered for such a center on the fairgrounds.
Any board meeting agendas, minutes, staff reports, or presentation materials presented to the Board of Directors referencing Global Stack, resilience centers, or edge computing/data centers from January 1, 2023, to the present.
Pursuant to Government Code § 7922.535, please provide responsive records in electronic format (e.g., PDF) sent to this email address.
If any portions of the requested records are exempt from disclosure under statutory provisions, please segregate the exempt material and disclose the remaining disclosable portions. If a portion of this request is denied, please cite the specific statutory exemption relied upon.
Should copying or production fees apply, please inform me in advance if the total estimated cost exceeds $10.00.
